RCP managed the development and delivery of a complex master plan, from the consenting strategy and stakeholder engagement through the review and approval of the contractor-led design to contract administration, quality assurance and health and safety through construction. Negotiating the development agreements with Auckland Council and Auckland Transport unlocked the site's potential, and Commercial Bay opened in 2020 with both 'design' and 'as-built' 5 Green Star ratings.

Commercial Bay sits on 1.25 hectares of reclaimed land at the bottom of Queen Street, where the central city meets the Auckland waterfront. The ambition was a new urban experience authentic to Auckland and Aotearoa, built on best-practice urban design, strong sustainability outcomes and the meaningful use of Te Aranga Māori Design Principles. Five buildings sit across the site, anchored by the 39-storey PwC Tower and around 39,000 square metres of premium office space, with a laneway-based retail and hospitality environment of about 20,000 square metres woven into the city below. The bars and restaurants open onto views across the Waitematā Harbour, and the laneways extend the CBD network and pull Queen Street through to the water. The precinct also became the catalyst for the City Rail Link, its tower designed to IL4 standards to carry the rail tunnels running beneath the site.

Fitting out the tenancies
With the base build complete, RCP stayed on to deliver office fitouts for major tower tenants, including law firms Chapman Tripp and MinterEllisonRuddWatts and investment firm Jarden, and to coordinate the 114 high-end retail and hospitality tenancies across the precinct on Precinct Properties' behalf. Bringing the workplaces, shops and hospitality in on one coordinated programme helped the precinct open as a single connected place.
